Energy and minerals PS faces dismissal

Prime Minister Mizengo Pinda said a letter written by the Permanent Secretary in the Ministry of Energy and Minerals, Mr David Jairo, had angered him as much as it angered the MPs.

The letter, addressed to unnamed officials in the ministry soliciting donations, was read in the House by Ms Beatrice Shellukindo.

In the letter, Mr Jairo asked for a contribution of 50,000,000/- from each ministry official to make the presentation of his budget estimates a success. The PM said this was a punishable, unbecoming conduct.

The letter had requested would-be donors to send the money to the Geological Survey of Tanzania (GST) in Dodoma (Account No. 5051000068 National Microfinance Bank).
The Kilindi legislator demanded to know how the donated money would be spent.

Mr Pinda said he felt like sacking the offending permanent secretary immediately but failed to do so because he had no mandate. It is President Jakaya Kikwete who can discipline the permanent secretary as he deems fit.

"President Kikwete is on a plane to South Africa. I cannot telephone him now. But I will do so as soon as he disembarks and settles down. I will advise the president on the best cause of action," Mr Pinda told the House.
